The Lyons were native Texans, and E.H. had a long career in the petroleum industry. He also had a ranch with cattle outside of Bartlesville. The foundation aims to "aid public religious organizations, charitable organizations, preparatory, vocational and technical schools, institutions of higher learning and scientific research and to establish, maintain, conduct, assist and endow public charitable, religious, literary, educational and scientific activities, agencies and institutions, hospitals and other public agencies.” It funds local efforts for human services, animal welfare, arts and culture, education and other community needs.
